2024年9月4日至6日，中美“21世紀(jì)20年代強(qiáng)化氣候行動(dòng)工作組”會(huì)議在中國(guó)北京召開。會(huì)議由中國(guó)氣候變化事務(wù)特使劉振民與美國(guó)總統(tǒng)國(guó)際氣候政策高級(jí)顧問約翰·波德斯塔共同主持，各自同事參加會(huì)談。雙方繼續(xù)就解決氣候危機(jī)進(jìn)行討論，包括實(shí)施各自2030年國(guó)家自主貢獻(xiàn)（NDC）和準(zhǔn)備各自2035年NDC。

　　雙方歡迎在中美“21世紀(jì)20年代強(qiáng)化氣候行動(dòng)工作組”下已開展的技術(shù)和政策對(duì)話，包括能源轉(zhuǎn)型、甲烷、循環(huán)經(jīng)濟(jì)和資源利用效率、低碳可持續(xù)省/州和城市四個(gè)專題小組下的相關(guān)交流，并期待繼續(xù)交流。

　　劉振民特使和波德斯塔高級(jí)顧問也出席了9月6日舉辦的中美循環(huán)經(jīng)濟(jì)合作論壇和中美地方氣候行動(dòng)圓桌會(huì)。他們感謝中國(guó)駐美大使和美國(guó)駐華大使的參與。

　　雙方重申將在《聯(lián)合國(guó)氣候變化框架公約》第二十九次締約方大會(huì)（COP29）期間與COP29主席國(guó)阿塞拜疆共同舉辦“甲烷及其他非二氧化碳溫室氣體峰會(huì)”。雙方也討論了有興趣鼓勵(lì)各方參加峰會(huì)，并一起視情展示政策、行動(dòng)和合作。

　　回顧他們共同承諾增進(jìn)努力以到2030年制止和扭轉(zhuǎn)森林減少，雙方表示有意繼續(xù)討論和合作，以執(zhí)行各自關(guān)于禁止非法進(jìn)口的法律，并促進(jìn)全球森林保護(hù)和可持續(xù)管理。

　　雙方致力于進(jìn)一步加強(qiáng)對(duì)話、協(xié)作努力，與各方一道支持主席國(guó)阿塞拜疆推動(dòng)COP29取得成功，包括但不限于新集體量化目標(biāo)和《巴黎協(xié)定》第六條的成果。

　　On September 4-6, 2024, China hosted in Beijing a meeting of the China-U.S. Working Group on Enhancing Climate Action in the 2020s, which is co-led by China Special Envoy for Climate Change Liu Zhenmin and U.S. Senior Advisor to the President for International Climate Policy John Podesta and includes their respective colleagues. Both sides continued their discussions on addressing the climate crisis, including implementation of respective 2030 NDCs and preparation of 2035 NDCs.

　　Both sides welcomed the technical and policy exchanges that have been conducted to date under the China-U.S. Working Group on Enhancing Climate Action in the 2020s, including discussions under the energy transition, methane, circular economy and resource efficiency, and low-carbon and sustainable provinces/states & cities four Sub-Working Groups, and looked forward to further exchanges.

　　Special Envoy Liu Zhenmin and Senior Advisor John Podesta also participated in the China-U.S. Circular Economy Cooperation Forum and China-U.S. Subnational Climate Action Roundtable, convened on September 6. They appreciated the participation by China Ambassador to the U.S and the U.S. Ambassador to China.

　　The two sides reaffirmed their intention to jointly host, with the COP 29 Presidency of Azerbaijan, a Methane and Other Non-CO2 Greenhouse Gases Summit at COP 29. They also discussed their interest in encouraging others to participate in the Summit and join us in presenting policies, actions, and cooperation, as appropriate.

　　Recalling their commitment to advance efforts to halt and reverse forest loss by 2030, the two sides expressed their intention to continue discussion and collaborative efforts to enforce their respective laws on banning illegal imports, and promote global forest conservation and sustainable management.

　　Both sides are committed to further strengthening dialogue, collaborative efforts, and working with other Parties to support the Azerbaijan Presidency for a successful outcome of COP 29, including on, inter alia, the new collective quantified goal and Article 6 under the Paris Agreement.
